PIERRE, (KCCR) — Testimony resumes today in the trial of Lonna Carroll. Carroll is charged by the South Dakota Attorney General’s office with two counts of Aggravated Grand Theft for the alleged theft of one-point-eight million dollars intended for use in the state’s foster child program. After seating a 14-member jury with two alternates, prosecutors attempted establish a timeline for the thefts as well as the policies and procedures used by the Department of Social Services in relation to the movement of money within the Department. Carroll’s attorney, Tim Whalen of Lake Andes attempted to file a standing objection to several exhibits from the State saying the statute of limitations has expired, negating Carroll’s prosecution. Whalen’s defense of Carroll is centering around the fact the money discrepancies should have been discovered sooner if not for protocols not being followed within the department. The trial is scheduled to end Friday.
