City Utilities Director Brad Palmer says the camera will start a change in the traffic light’s cycle when it senses traffic backing up on East Elizabeth. To trigger the light change drivers would have to inch uncomfortably far into Euclid to trigger the light to cycle. Palmer says similar in-ground sensors that active traffic light cycles have not suffered the malfunction that the Euclid/Elizabeth sensor has. While those cameras are maintained by city staff, the South Dakota Department of Transportation owns the devices.
